Search Horizon City Residents Directory

A name, a street address, or an old subdivision can lead to different public records in eastern El Paso County. Search the Horizon City residents directory by starting with the record that fits the question: a parcel account for an owner, a county index for a recorded document, or an older directory for a past household. The Town may hold a permit or court file, while county and Texas offices keep most of the searchable records. Each source has a purpose and a limit, so match the result to the right custodian before treating it as current.

Finding Horizon City Residents

Horizon City has no official combined resident roll. The useful trail begins with the fact already known. An address points first to the appraisal district, then to recorded land documents. A full name and date of birth can fit the county elections match. An older household may appear in an El Paso-area directory, census schedule, newspaper, or deed chain. City records have a narrower role. A permit, planning file, municipal-court matter, or meeting record can identify a document participant, but it does not establish that person lives there now.

Use one independent detail to test each match. Compare a parcel's situs address, the property address, with a mailing address and the legal description, the lot or tract wording used in a recorded instrument. A voter match concerns registration. A deed identifies parties to a filing. The sources overlap, but none is a universal answer.

  1. Search the current property roll by address, owner name, Property ID, or GeoID.
  2. Use the owner name, subdivision, or legal description in the county recorded-document index.
  3. For a person with a known date of birth, use the county voter dashboard as a status check.
  4. Move to local-history collections, census, or deeds when the question concerns an earlier household.
  5. Ask the custodian for an existing releasable record when the needed city or county file has no public search.

Note: A public index is a lead, and the office that created the record remains the source for confirmation or a certified copy.

Horizon City Records Geography

Horizon City is an incorporated town in El Paso County, but its records are split by subject. Town Hall handles municipal activity and written public-information requests. El Paso County holds recording, appraisal, election, county court, jail, and local vital functions. Texas agencies add statewide vital, court, license, custody, and archive routes. That split explains why a city search may return an El Paso mailing location or a county office rather than a town department.

A detailed request should name both Horizon City and El Paso County, then include the address, parcel ID, case number, date range, and the existing record sought. Under the Texas Public Information Act, a government body provides information it holds, subject to exceptions. It is not required to create a list or answer a research question. Ask for separable nonconfidential portions if a file may contain protected details.

Horizon City Records Offices

These offices are the main starting points behind a Horizon City residents directory search. The County Clerk keeps recorded instruments and county vital services. EPCAD ties owners and accounts to parcels. Elections manages registration records. They answer different questions, so record the source and the date before comparing results.

Horizon City Parcel Search Fields

EPCAD Advanced Search is the parcel-first route for a Horizon City address. It accepts a street number and name, or a street name alone, as well as an owner name, Property ID, GeoID, subdivision, condo, and doing-business-as text. An owner result is useful for following a property account, but it does not certify the occupant or prove a current household.

EPCAD Open Government also lists data downloads, a GIS search link, and shapefiles. The property page showed a 2027 work-in-progress context and a database update of August 31, 2026 during research. Preserve the tax year and update date with any result because parcel data changes.

Horizon City Voter Match Limits

The county's Am I Registered? dashboard uses first name, last name, and date of birth, with a VUID route noted in county instructions. A successful match may show eligibility detail, precinct officials, a sample ballot, and voting history described by the county as 2015 to present. It is an individual match, not a public street roster or ZIP-code browser.

The county has a separate written process for voter files, history, certificates, and maps. Those products have their own fees, delivery choices, and restrictions. Texas election law also protects Social Security numbers, driver-license or PID data, and protected addresses. Treat a registration result as one dated administrative record, not as a claim about every person at an address.

Current Horizon City Directory Sources

A current residents directory is assembled from records with different subjects. The table separates what a source can identify from what it cannot. Start with the source keyed to the known name or address, then compare it with another official record before relying on it.

Official sources are generally better for a specific record trail than a commercial people-finding product. The official route identifies the custodian, index limits, and copy path. A commercial category can be incomplete or stale and may not explain where a claim came from. When the goal is one person rather than an address, the Horizon City resident lookup route keeps the verification steps separate.

Horizon City Deed Search Limits

The current Official Public Records search gives a deed-name path, subdivision, style, book and page, lot, block, unit, tract, and file-date fields. A legal description can solve an address mismatch because lots may be replatted or the street wording may change. The index returns no more than 10 documents for a search, so broad name queries need narrowing by date, style, subdivision, or legal-description field.

Historic Deed Index Books use a different search path. Their 1874 to 1963 collection permits searching by type, year, parties, last name, and first name, plus book, volume, and page. Remote index access is available around the clock, but an account is required to purchase documents and the Deed of Trust series is under construction. A deed demonstrates an interest or filing, not continuous residence.

Note: Record the document number and legal description before ordering a copy, because a similar street address alone can point to the wrong parcel.

Horizon City Municipal Requests

Some records begin with the Town rather than a county portal. Horizon City lists Building Services, Code Enforcement, Planning, Municipal Court, and City Clerk functions, but no public citywide resident index was located. The municipal court has no public name-search form in the reviewed source. For an existing releasable file, use the town's written request route instead of assuming a missing online search means the record does not exist.

The Town's Open Records Request Form asks for requester contact information, a description of existing records, inspection or copy choice, delivery preference, signature, and date. It directs requests to HorizonOpenRecords@horizoncity.org and Town Hall. The form says estimates above $40 may be provided, a deposit may be required in some circumstances above $100, and a requester has 10 business days to narrow a request after an estimate. The Town does not have to create a new record.

Horizon City Record Terms

Address research becomes clearer when the labels are kept separate. A single house may have a postal delivery label, a situs address in the appraisal roll, a legal description in a deed, and a registration address in an elections record. Each serves a different system.

Parcel
A mapped property unit identified by an appraisal account or GeoID.
Index
A search list that points to a record. It may not include the full image or a certified copy.
Legal description
The lot, block, unit, tract, subdivision, or other land wording used to identify the property in an instrument.
Criss-cross directory
A reverse directory arranged from an address toward an occupant or householder, when a collection has one.

Horizon City Vital Record Windows

Texas Government Code §552.115 makes birth records public after the 75th anniversary of filing and death records public after the 25th anniversary. The periods do not turn a current certificate into a casual name search. El Paso County's birth and death indexes are county-specific, while Texas DSHS offers statewide application and verification routes.

The county birth, death, and marriage forms use name and date-range fields. For a current or restricted record, first determine whether the applicant has the required relationship, tangible interest, court order, identification, and application path. The DSHS applications page lists the official forms. A vital event can support a family-history timeline, but it does not prove someone remained in Horizon City.

Pre-1988 Horizon City Searches

Horizon City developed in 1962 while the area was unincorporated and incorporated in 1988. Older records may therefore use El Paso County, an El Paso postal label, a rural route, a subdivision, or a developer reference instead of the later municipal name. The county deed index reaches much further back than the town's municipal identity. That is a records-history clue, not evidence that an early landholder was a Horizon City resident.

Search the historic street or subdivision phrase beside the modern city name. The county's 1999 and 2001 annexation references can also explain why a parcel's city context changes while its older deed remains county-indexed. Preserve variant spellings, two-part surnames, initials, and maiden names when a family trail crosses El Paso-area directories and court indexes.

El Paso County's civil, family, and probate search is another name-based source that should be read carefully. A party address, case status, or filing is not a residence finding.

The court search capture is useful for identifying the available official route, while clerk-held files and case context remain necessary for any complete interpretation.

Historical Horizon City Directories

El Paso-area collections fill the gap left by Horizon City's newer municipal history. Border Heritage at the El Paso Public Library keeps local newspapers, maps, school yearbooks, census and cemetery material, city directories, and genealogy publications for reference use. UTEP, UNT, the El Paso County Historical Society, and the Texas State Library and Archives Commission provide scans or shelf holdings from different years.

TSLAC lists El Paso directory years including 1909, 1911, 1921 through 1923, mostly annual volumes from 1925 through 1942, selected 1944 through 1948 volumes, 1950 through 1952, and 1955 through 1993. An entry is a dated snapshot. It can include a name, address, occupation, and household clue, but it needs a deed, census, obituary, or later directory to show a longer timeline. The Horizon City city directories collection route explains how to read those sources without treating them as a modern roll.

The El Paso County Jail Records route is shown in this official source capture.

County jail search material is an official custodial route with its own limits, not a Horizon City household directory or proof of a person's current location.

Horizon City Privacy Boundaries

Public availability has limits. Texas voter rules protect some personal fields and protected addresses. The Secretary of State maintains voter-address confidentiality procedures, and the Texas Attorney General administers the Address Confidentiality Program. Vital-record access is controlled by the statutory time windows and applicant rules. Courts can omit sealed, expunged, juvenile, victim, or protected-address information.

Texas Penal Code §§42.07 and 42.072 address harassment and stalking. A name, address, or index result is not permission for threatening or intrusive conduct. Use the source to verify a record with its custodian, reconnect through respectful channels, research family history, or resolve a lawful property or estate question. Stop when a record is protected or a person has made a privacy choice.

Note: When a result is missing, a privacy rule, access period, indexing gap, or wrong geography may explain it better than a conclusion about the person.

2026 Horizon City Record Changes

Several current notices affect the practical search path. EPCAD displayed an August 31, 2026 database update and a 2027 work-in-progress tax-year context. El Paso County Elections announced its new .gov voter site on July 24, 2026. The County Clerk also posted an August 5, 2026 notice that the Ysleta Annex was closed until further notice, making the main office, online route, or mail route more important for a county-record task.

The County's Jail Records page warns that its search can require CAPTCHA and may be slow. Use the listed clerk contacts when the online route fails rather than relying on a cached result.

The El Paso County voter dashboard is shown in the next official source capture.
